John, I am confused about this paragraph:

Coincidentally, last week the New York State Rifle and Pistol Association announced its quixotic plan to push for right-to-carry concealed-handgun laws in the state. Some 40 other states already allow people to carry concealed handguns once they pass a criminal background check and meet age and some training requirements. Some 600,000 people have concealed handgun permits just in New York’s neighboring state, Pennsylvania.

Don't confuse the "shall issue" laws with being able to get a concealed weapons permit. NYS allows residents to have concealed weapons licenses, and they aren't too hard to get outside of NYC.

I was talking about NY adopting a right-to-carry law. Permits are indeed currently granted in NY and NYC, but they are extremely difficult to obtain in the city. THat is unless you are very well place politically or extremely famous.

I'd love to see all of the state go "shall-issue." Having a traditionally anti-gun state adopt such policy might turn a few heads in MA, NJ, MD, CA, and the state I'm hoping for the most: Illinois.
